日前，法政集团旗下法政国际教育（王府学校）与深圳曼彻斯通城堡学校正式达成深度战略合作，双方携手共建“王府曼彻斯通国际考试中心” ，这标志着法政集团深耕大湾区、辐射东南亚、联通全球的宏伟战略迈出了实质性一步。

Fazheng International Education (Beijing Royal School), a subsidiary of Fazheng Group, has formally entered into a strategic partnership with Merchiston International School Shenzhen (MIS), jointly establishing the “Wangfu Merchiston International Assessment Centre.” This marks a substantial step forward in Fazheng Group’s ambitious strategy to establish a firm foothold in the Greater Bay Area, reaching across Southeast Asia and connecting to the wider world.

As a leading diversified industrial group in mainland China, Fazheng Group has built a distinctive, integrated industrial landscape over more than three decades, spanning healthcare and international education.

The Group’s portfolio includes medical institutions such as Beijing Royal Integrative Medicine Hospital and Taiyangcheng Hospital, alongside its flagship education brand, Beijing Royal School (BRS) . Founded in 1996, this prestigious Beijing-based international school is not only the first Sino-foreign cooperative school in the capital, but also the only AP Teaching Demonstration School in China designated by the College Board, and Beijing’s first Cambridge International Examination Centre.

BRS holds official test centre accreditation for a full range of international assessments, including A-Level, AP, ACT, TOEFL, IELTS and GRE, and brings nearly three decades of mature experience in school management and standardised test administration.

Facing the national strategic high ground of the Guangdong-Hong Kong-Macao Greater Bay Area, Fazheng Group has made deep engagement in the region a core strategic priority for the new era. The Greater Bay Area is not only a strategic pillar for Fazheng Group’s education sector expansion southward, but also a vital part of its healthcare industry. In recent years, Fazheng Group has continued to deepen its presence in healthcare—in 2025, it entered into a strategic partnership with Tung Wah College in Hong Kong, launching a new Beijing-Hong Kong “Health + Education” model; in 2026, it partnered with Yinshan Group to build a cross‑regional healthcare innovation ecosystem. In selecting its strategic partner in the Greater Bay Area, Fazheng Group conducted thorough research and evaluation, ultimately choosing Merchiston International School Shenzhen. MIS is the authorised overseas campus of Merchiston Castle School, a prestigious British independent school with a history of nearly 200 years. It officially opened in Shenzhen in 2018, becoming the city’s first international school to offer an authentic British education and boarding system.

MIS’s outstanding academic record fully demonstrates its position as a benchmark for international education in the Greater Bay Area. In the 2026 cohort, 51 graduates received a total of 192 offers from the world’s leading universities—an average of nearly four per student—including the Prince Philip Scholarship at Cambridge University worth RMB 2 million (a record high for Shenzhen), 29 offers from G5 super‑elite universities (including one each from Oxford and Cambridge, six from Imperial College London, and 20 from UCL), and a full scholarship to Amherst College, ranked first among US liberal arts colleges. These educational outcomes are closely aligned with Fazheng Group’s educational philosophy of “cultivating future leaders with a strong sense of national identity and a global outlook.”

As a lawfully registered international school for expatriate children in Shenzhen, MIS possesses modern, standardised examination facilities, a professional academic administration team, and internationally recognised campus management standards. It has already received Cambridge Assessment International Education accreditation and is a registered centre for AQA, Edexcel and CAIE. It is precisely on the basis of MIS’s deep British educational heritage, outstanding academic results, and comprehensive facilities that Fazheng Group selected it as its first educational partner for the Greater Bay Area strategy.

Chairman Wang Guangfa attaches great importance to this Greater Bay Area strategic partnership, travelling personally to Shenzhen and Hong Kong for on‑site inspections and research, laying the strategic groundwork for the establishment of the International Assessment Centre and deeper bilateral cooperation. As Chairman Wang emphasised at the 2025 Fazheng Group Education Business Summary Conference, the Group’s strategic cooperation with high‑quality international education platforms in the Greater Bay Area will leverage the resources of both the capital city and the Greater Bay Area to create two‑way synergies and empower the development of the education industry. This collaboration brings together expert teams from Hong Kong and overseas, marking the beginning of Fazheng Group’s deep engagement with global educational resources.

Chairman Wang’s visit not only facilitated the formal establishment of the Wangfu Merchiston International Assessment Centre, but also looked further ahead—leveraging Hong Kong’s unique position as an international gateway to transform the Greater Bay Area into a core hub connecting Fazheng Group to global education and healthcare resources. This strategic vision is consistent with the Group’s earlier Beijing-Hong Kong partnership with Tung Wah College, fully reflecting Chairman Wang’s forward‑looking perspective of “empowering through the deep integration of global resources and practical experience in smart healthcare.”

The Wangfu Merchiston International Assessment Centre is officially established at MIS Shenzhen, offering a full suite of UK and US mainstream international curriculum and language proficiency assessments, covering all the essential examination needs of both domestic and overseas students:

UK academic assessments include full A‑Level subject examinations and Cambridge Assessment International Education (CIE) assessments (IGCSE, Cambridge English Qualifications such as KET/PET/FCE, etc.)

US academic assessments include AP (Advanced Placement) and ACT (American College Test)

Leveraging BRS’s years of experience in operating official test centres, its standardised examination management system, and digital testing infrastructure, combined with MIS Shenzhen’s modern, standardised testing facilities and professional academic administration team, the Centre will implement globally consistent, rigorous testing standards. It will achieve fully digitised, closed‑loop management across the entire process—from registration and preparation to computer‑based and paper‑based testing, and result reporting.

The Centre’s core positioning is to serve as a comprehensive international digital assessment service hub, rooted in Shenzhen at the heart of the Greater Bay Area, serving students both on campus and across the wider region, bridging the gap between “on‑campus learning—on‑campus assessment—global university admission,” and addressing the critical shortage of high‑standard international testing facilities in the Greater Bay Area.

This strategic partnership has received close attention and support from the TOEFL Testing Centre (China Region) and the National Education Examinations Authority. As a long‑standing partner of ETS China, BRS has maintained ongoing collaboration on TOEFL test centre development and ETS’s full range of assessment products. The establishment of the Wangfu Merchiston International Assessment Centre brings global language proficiency tests such as TOEFL and IELTS systematically into Shenzhen’s central urban area for the first time, marking a milestone in the development of international education assessment infrastructure in the Greater Bay Area.

From a broader perspective, Shenzhen, as the core engine of the Greater Bay Area, is home to a large number of foreign‑invested enterprises, expatriate employees, and cross‑border schooling families. International standardised testing is an essential component of the city’s international public service infrastructure. The establishment of a comprehensive international assessment centre enhances the city’s international public education service provision, reduces the educational costs for expatriate and international schooling families, and will continue to attract international talent to settle and develop their careers, contributing to Shenzhen’s goal of building an international talent hub. At the same time, this collaboration unlocks two‑way resource flows between Beijing’s established international school benchmark and Shenzhen’s leading international school for expatriate children, breaking the traditional pattern of isolated, closed‑door development among international schools in China, and providing a replicable reference model for cross‑regional international education collaboration nationwide.
